CIO Causeway Connect (C³)
C³, to be held in Penang, is an inaugural cross-border CIO exchange between Singapore and Malaysia, jointly organised by CIO Academy Asia and PIKOM CIO Chapter (Malaysia).

The first of such exchanges will bring together digital leaders from Malaysia and Singapore to Penang, an island of rich Straits heritage and the country’s unofficial food capital. As heads of IT in their respective organisations, these digital leaders have to keep an eye on critical IT operations that maintain organisational efficiency, and yet not lose sight of the longer term goal of driving digital transformation of the organisation.

Increasingly the role of the digital leaders is being challenged, resulting in the rapid need of these leaders to reinvent themselves to stay relevant. Mr Lee See Nee is the VP, IT Operations and Global Applications Support of Flex in Penang. He has more than 30 years’ experience in managing the IT department in the Asia Pacific region and managing a team of IT professionals to support the company’s applications software globally.

He is highly experienced in managing test engineering, quotation and industrial engineering organisations. His other experience includes leading the IT organisation in implementation and deployment of large projects across multiple countries, different cultures and organisations such as ERP deployment, shop floor operations, finance, materials, engineering and programme management.

Mr Leong Kok Fann is the Founder & CEO of Asia Pacific Methods. He brings more than 10 years of consulting experience in talent assessments. In his previous appointment as Managing Director – SHL Singapore, he was intimately involved in the design of a leadership competency framework and its application in developing a leadership talent pool for an ambitious regional bank. Apart from overseeing the successful implementation of Assessment Centres, he was instrumental in the transfer of assessment capability to in-house human resource practitioners. This included the deployment of cognitive tests, personality questionnaires, simulation exercises and competency based interviews in support of the selection of candidates for leadership roles. More recently, he designed and implemented a Development Centre for an organisation undergoing digital transformation. Over his career, he has held various positions in Service Delivery, SAP Management, Technical Support & Mainframe Operations. Currently studying for an MSc in Information System Management, Mr O’Neill is also an AWS Certified Solutions Architect and a PRINCE2 practitioner.

Mr Hood Abu Bakar is currently Group CIO of MISC Group which is involved in Petroleum and LNG transportation. The group is also involved in offshore oil production, heavy engineering and marine repair and marine education.

Throughout his more than 30 years of experience, Hood has been involved in numerous assignments covering multiple industries such as manufacturing, retail, distribution, automotive, personal care, oil & gas as well as general insurance both as an IT professional and as a management consultant.

In MISC, Mr Abu Bakar was the Chairman in the Project Risk Committee and a member of the Risk Management Committee, Management Audit Committee and ICT Steering Committee. He was formerly the Chairman of the PIKOM CIO Chapter and is also a member of the Malaysian GLC CIO group. Ms Beh Swan Swan is both the Group CIO for Magnum as well as the Head of the Magnum Group CSR division. She is also the Secretariat Administrator for the Asia Pacific Lottery Association (APLA).

She is the current elected Chairperson of the Malaysian CIO Chapter (2016/2018) which has a membership of more than 100 major Malaysian Corporate CIOs. This Chapter is strongly supported by PIKOM.

Ms Beh has been with Magnum since April 1988 when Magnum first embarked onto their Computerisation exercise and is responsible to start up the IT Division. She is very passionate with her IT and IT Security work and is instrumental to the Organisation achieving the World Lottery Association Security Control Standards and the ISO27001 certification.
